QA FAIL (need review): TARGET contains unsupported factual claims: 'royalty partner' (SOURCE says 'partner'), 'has received a report' (SOURCE says First Quantum provided an update on the report's submission, not that it received it), and 'conditions for an orderly closure of the project' (SOURCE says conditions for a project to be put into operation that can achieve an orderly closure, omitting the operation phase). These go beyond permissible paraphrasing.
