Utah Mandates Signed AI Receipts for Clinical Sandbox Vendors via Glacis

Salt Lake City – October 05, 2026 -- Glacis Technologies Inc. has signed a memorandum of understanding with Utah's Office of Artificial Intelligence Policy (OAIP) that makes cryptographically signed AI "receipts" a mandatory condition for vendors and systems operating in the state's Artificial Intelligence Learning Laboratory.

Utah requires a signed receipt for every covered AI inference or safety control evaluation

Under the agreement, designated vendors must generate and deliver a verifiable receipt for every covered AI inference or associated safety and governance control event. The receipts are produced using Glacis technology and mapped to OVERT, an open standard for verifiable evidence of AI operations. OAIP determines which vendors, systems and events fall under the requirement and enforces it through applicable agreements or written designations.

Receipts record control decisions without exposing model weights or patient data

A receipt can capture a configured control's reported decision for a covered event -- for example, whether an AI assistant deferred a request to a clinician -- giving evaluators a signed record to review alongside clinical outcomes. The agreement allows evidence to be linked to events without disclosing model weights, raw prompts, raw outputs or underlying personal data to Glacis or OAIP, unless separately agreed in writing; hashes or other non-content identifiers establish the connection instead.

Verification confirms a record's integrity and its link to a signing key, but Glacis states the receipts do not themselves certify safety, effectiveness or legal compliance -- further evaluation is required to determine whether a referral reached a clinician or whether care was appropriate.

Coalition for Health AI joins the sandbox as an independent evaluator convener

The Coalition for Health AI (CHAI), a designated co-steward of OVERT alongside the AIGovOps Foundation, will participate in Utah's sandbox under a separate agreement, serving as a convener of independent evaluators for the state's clinical AI pilots. The move accompanies Utah's broader expansion of its clinical AI program, which brings together health care organizations, clinical advisers and independent verification bodies to assess sandbox pilots.

"Clinicians and patients need to be able to verify that AI safeguards are actually running," said Joe Braidwood, founder and CEO of Glacis. "Utah's agreement puts a concrete evidence requirement behind it: a receipt for every AI decision."

OVERT governance separates standard-setting from Glacis as technical editor

OVERT -- Observable Verification Evidence for Runtime Trust -- is an open technical standard available under a royalty-free patent covenant. A framework announced in September provides for future joint stewardship of OVERT by CHAI and the AIGovOps Foundation, with Glacis serving as a nonvoting technical editor. OAIP's participation requirement stems from the Utah agreement itself; OVERT remains a voluntary standard outside that mandate.
