ICAC, UNODC Launch First Global Anti-Corruption Guide for Prisons

Abu Dhabi – October 05, 2026 -- Hong Kong's Independent Commission Against Corruption (ICAC) and the United Nations Office on Drugs and Crime (UNODC) jointly launched the first global guidebook on corruption risk management in prison systems, unveiled on October 1 at the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi.

ICAC Commissioner frames prisons as the justice system's last line of defence

ICAC Commissioner Woo Ying-ming, who also serves as President of the International Association of Anti-Corruption Authorities (IAACA), co-launched the guide with UNODC Executive Director Monica Juma. Drawing on three decades of experience as former Commissioner of Correctional Services of Hong Kong, Woo stated that a corrupt prison environment endangers law enforcement officers and inmates while undermining rehabilitation and social stability.
